As Dini was putting together the story for the episode, he wanted to introduce a foil for the supervillain Joker Dini recalled, "The way I created her was I was writing a story called “Joker’s Favor” and it was my first Joker story and I wanted to make it good and I wanted to make the Joker everything he is in the better comics books, which is funny and scary and egotistical and I thought maybe a foil would bring out some of those personality traits."
